One fleet, eight model years and four body builders

A city fleet is not one vehicle repeated. It is pickups from several model years, a few cargo vans, some light chassis cabs with service bodies from different builders, and a handful of stake and dump units that have been in service longer than anyone remembers. The paint has drifted, the graphics program has changed at least once, and the bodies were built by companies with different hardware and different panel construction. That variety is the actual challenge in fleet body work, and pretending otherwise leads to repairs that do not match anything.

We start every municipal job by identifying what we are actually looking at: chassis year and trim, body builder and serial plate where one exists, whether the finish is single stage or basecoat clearcoat, and whether previous repairs used the original color or something close enough for the day. That takes fifteen minutes and it changes the estimate substantially, because service body parts are keyed to the body maker rather than to the truck under it.

Knowing the construction also tells us what will fail next. A steel service body from one builder will rot at the compartment floor pan while an aluminum body from another will corrode at the fasteners into its framing. A bed on a late model half ton behaves nothing like a bed from a decade earlier. Writing that into the estimate lets a fleet supervisor decide whether to repair a body or plan its replacement, instead of finding out halfway through teardown.

Service body compartments: doors, floors and the hardware that gets ignored

Compartment doors on a Knapheide or Reading service body carry tools, get slammed by gloved hands, and sit open in the sun most of the working day. Hinges wear, the door drops a fraction, and eventually the rotary latch will not reach the striker without a lift. Crews live with that for a year before it gets reported, and by then the door edge has worn through its finish and the seal has taken a set. Rehanging the door is the easy part. Restoring the opening it hangs in is the real repair.

Compartment floors are where these bodies actually die. Water gets in past a tired seal, sits in the pan under a tray of tools that never move, and works outward through the floor into the lower panel and the sill. What appears from outside as a rust bloom along the bottom edge of a door opening is a floor pan that is already gone. We open it up, cut back to sound material, let in new floor and sill stock, restore drainage, and coat both faces before anything is reassembled.

Hardware is worth doing properly at the same time. Rotary latches, T handles, gas struts, hinges and seals all wear on the same schedule, and replacing one while the body is apart costs almost nothing extra. Replacing them a compartment at a time as each one fails costs a truck out of service every few months. We will lay out the full hardware line item so a supervisor can decide whether to do it once or in pieces.

Beds, tailgates, bollard hits and the way a city truck collects damage

Municipal trucks accumulate damage in a very recognizable pattern, and almost none of it comes from highway collisions. It comes from yards, alleys, park access roads and job sites: a bollard at a corner of the bed, a curb taken with the rear wheel, a low post caught by a rear bumper while backing, a gate that swung into a fender. Individually each is minor. Together, over a five year service life, they turn a truck into something a department is embarrassed to park at a public counter.

Bed repair on these units is mostly panel and structure. Creased bed sides get worked or sectioned depending on how far the crease travels into the wheel arch. Rear bumpers hit by posts are replaced rather than pulled, because a pulled bumper changes the mounting geometry on the frame ends. Tailgates take the worst of it: a creased skin, a bent frame, and latch geometry that no longer lines up with the strikers, which is why a tailgate that has been forced closed will pop open on a rough road.

The correct fix for a tailgate is straightening or replacing its internal frame and then setting the latch geometry to a square bed opening, not shimming the strikers until it catches. On beds and service bodies alike we check the mounting to the frame while the panel is off, since years of yard work loosen bed bolts and let the bed shift back against the cab. Correcting that is cheap while it is apart and expensive once the cab corner has been ground away.

Tool boxes, ladder racks and beacon mounting that stays put

Every municipal truck accumulates mounted equipment: a crossbed tool box, a ladder rack over a service body, pipe racks, hose reels, cone holders, and an amber warning beacon somewhere near the top of all of it. Almost none of it was mounted by the same person or in the same year, and the mounting quality varies wildly. We find racks bolted through unbacked sheet, boxes clamped to a bed rail that has since deformed, and beacon bases through raw drilled holes with a bead of silicone as the only seal.

Our approach is to put the load where it belongs. Ladder racks tie into service body framing or into bed structure with backing plates, not into single thickness sheet. Tool boxes mount to reinforced rail with correct hardware and isolation where dissimilar metals meet. Where a previous mounting has torn out and elongated a hole, we rebuild the material rather than moving to a bigger bolt, because a bigger bolt in a chewed hole fails again on the same schedule.

Beacon and work light mounting is body and sealing work, and we treat it as exactly that. We repair or replace cracked mounting bases, correct the panel or rack material under them, route the harness through deburred and grommeted penetrations, and seal properly so the cab headliner stays dry. What we do not do is design or certify a warning light package, specify a lighting configuration, or take on controller and switching work. That belongs with your fleet electrical provider.

City seal, department graphics and standardizing paint across model years

A repaired panel on a municipal truck is looked at by the public, which is a different standard from a contractor pickup. The city seal, department identification, unit numbering and any state required lettering all have to go back exactly as they were, at the same size and the same placement, or the truck reads as a repair every time it parks. We photograph and measure existing graphics before removal, remove usable vinyl for reinstallation, and reorder to the same artwork and spec where the old material is faded or torn.

Paint standardization is the harder problem. Fleet white is not one white. A truck delivered eight years ago in single stage has chalked and yellowed. A truck delivered last year in basecoat clearcoat is still bright. A truck repaired somewhere else three years ago is a third color entirely. Matching a code and spraying it will not make those agree. We spray out cards, check them against the actual panel under shop lighting and again in daylight, adjust the mix, and blend into adjacent panels instead of taping a hard edge at a seam.

For a fleet supervisor trying to make a mixed age group look coherent, we will lay out what is realistic. A blended panel repair on a faded truck can be made to disappear at normal viewing distance. Bringing an eight year old chalked unit to match a new one takes a full refinish of the affected side or the whole vehicle. Both are legitimate answers. We would rather explain the difference at the estimate than deliver something that looks wrong parked in a row at the yard.

Cycling units through the shop without leaving a department short

The question a fleet supervisor asks first is not what it costs. It is how many trucks can be gone at once. Public works, parks, water and code enforcement all run tight, and pulling three units at the same time stops work. So we schedule around the department instead of around our shop. Units come in one or two at a time on a sequence agreed in advance, with realistic in and out windows given before the first truck arrives so coverage can be planned.

Parts drive the schedule more than labor does. Common bed panels, tailgates, bumpers and light chassis parts move quickly. Service body specific compartment doors, hardware and panel stock keyed to a body builder can take considerably longer, especially on an older body. We write the estimate, order parts, and hold the truck in service until the parts land wherever the damage is safe to drive, rather than parking a working unit in a queue.

Everything is done in shop at Yorba Linda. We do not offer mobile service and we do not send crews to a city yard. From West Covina it is about 22 miles and usually 30 to 45 minutes: the 10 or the 60 west to the 57 south, then the 91 east to Imperial Highway. Questions we get asked

We run city white across eight model years and three body builders. How do repairs end up matching?

Not by code alone. Older single stage finishes have chalked and yellowed while newer basecoat clearcoat units are still bright, so a code match to one truck reads wrong on another. We spray out cards, compare them against the actual panel under shop lighting and in daylight, adjust the mix, then blend into adjacent panels rather than taping at a seam. Where a unit is too far gone to blend, we will tell you a full side refinish is the honest answer.

All the compartment doors on our service body sag and the latches barely catch. Is the body worth repairing?

Usually the answer is in the compartment floors, not the doors. If the floor pans and lower sills are still sound, rehanging doors to squared openings and replacing hinges, rotary latches, T handles, struts and seals as a set gives you years more service at reasonable cost. If the floors have rusted through into the sills, we will show you that during the estimate so you can weigh repair against planning a body replacement.

Our ladder rack tore out of the service body top. Can it just be rebolted?

Not into the same holes. Once a mounting has torn out, the hole is elongated and the surrounding material is stretched, and a larger bolt fails again on the same schedule. We cut back and let in new material, add backing plates, and tie the rack into body framing or bed structure rather than into single thickness sheet. Dissimilar metal contact gets isolated at the interface, and any penetration is resealed before the rack goes back on.

Can you reproduce our city seal and unit numbering exactly after a panel is replaced?

Yes. We photograph and measure existing graphics before anything is removed, save usable vinyl for reinstallation, and reorder to the same artwork and spec where material is faded or torn. Placement is reproduced from the original measurements rather than eyeballed, so a repaired door lines up with the one on the other side. Bring artwork files if your city holds them, since matching a supplied file is always cleaner than reproducing from a photograph.
